Rank Changes

I've changed the way the non staff ranks work.

Firstly, Builder has been merged with Builder+. There weren't too many differences in the permissions between the two ranks outside of /tree, the ability to bypass the blacklist, and access to all Worldguard & NoCheatPlus notifications. All these permissions are safe to move to Builder.

Second, I've created a new Architect rank. In the past we've given worldedit on a per user basis to various non-staff members. The new Architect rank is for users who we trust on the same level as staff but which do not wish to moderate. This rank has unrestricted worldedit (unlike other users who must use the sandbox) as well as the ability to spawn mobs.
