I assumed if you have permission was referring to if you have permission to submit comments as spam. if the case you are trying to make is that owners can submit spam for actual posts/threads, then why don't admin(+)s get this as well?

You should also make it so that you can be able to like replies to threads and posts. That way I can like that epic reply.

or perhaps after a certain threshold of downvotes has been achieved on a post or comment it isn't shown (somewhat like reddit), thus allowing for a simpler way to handle spam
