A resolution for Kieraan

Hey everyone, I just have a little announcement to make:

UPDATE:
Kieraan agreed to transfer the arcator.co.uk domain, which is now under control of Arcator staff (Fela and MalHT principally). In other words, no worries.

Kieraan is being allowed back on to Arcator as a Builder+ with the following extras:

* Operator on IRC
* Option to promote to +a on IRC for plugin development
* Ability to run his IRC bots
* Option to run MC4 or a similar server in time

These are being afforded as part of his new role as Plugin Developer for the server, and because of his showing continued devotion to the network despite the unforgivable nature of his previous actions. If any abuse of those powers occurs, then I will not hesitate to remove him from the server entirely.
